In the 70 year development process, the group has grasped the pulse of the times, followed the pace of development, and completed the transformation and upgrading of self-development through repeated transformations. In 1995, Dezhou Construction Group Corporation, which was originally a local state-owned enterprise, was restructured into a private enterprise and experienced more than 20 years of vigorous development. In 2015, it was promoted to a special grade enterprise for general contracting of housing construction projects, successfully transforming from a local scale enterprise to a national first-class level enterprise and becoming a comprehensive construction service provider serving customers at home and abroad.

This office building is extraordinary. It is the PC frame prefabricated building with the highest assembly rate and the largest building area in the province. It is also the first integrated assembly project in Dezhou City. It was independently designed, constructed, processed and installed by Shandong Expressway Dejian Group using EPC mode, with an assembly rate of up to 82%. During the construction process, continuous innovation was summarized, and more than 10 national patent achievements were applied for. This office building has been listed as a key demonstration project of prefabricated buildings in Shandong Province. "In the high-speed Dejian PC concrete prefabricated building industrial park, Hu Zhaowen, the chief engineer of high-speed Dejian, proudly pointed to the office building in the industrial park.
The prefabricated construction industry is a strategic emerging industry strongly supported by the state. The group continuously liberates its thinking, takes the lead in seizing the trend, and actively carries out industrial layout. Since 2015, it has invested in the construction of two major production bases, the steel structure prefabricated building industrial park and the PC concrete prefabricated building industrial park. It has established the first private construction enterprise prefabricated building engineering technology research institute in the province, forming a scientific and technological research and development pattern of building industrialization development supported by provincial-level enterprise technology centers, engineering technology research institutes, and survey and design institutes, relying on the transformation of the two major prefabricated building industrial parks, and with various civil engineering and steel structure construction companies as the practice subjects. It has taken the lead in the province in the research and development, production and construction, and application of new technologies in prefabricated building technology, promoting the group's transformation towards green and high-quality development and accelerating.
Shandong Expressway Dejian Group has invested 340 million yuan in the steel structure prefabricated building industrial park and 860 million yuan in the PC concrete prefabricated building industrial park, with a total construction area of over 100000 square meters, becoming the strongest and most advanced prefabricated building industrial park in Dezhou and its surrounding areas. The two major industrial parks are important levers for the group to implement high-quality development, and have been listed as national prefabricated building industry bases and Shandong province prefabricated building integrated application bases.
In September 2022, Mount Taishan Science and Technology Forum Digital Intelligent Construction and Building Industrialization Sub Forum and High speed Dejian Science and Technology Innovation Conference were held in Dezhou. As the organizer, Shandong Expressway Dejian Group has released the "2023-2025 Science and Technology Innovation and Development Plan", which mentions the need to promote the transformation and upgrading of construction towards intelligent manufacturing and traditional buildings towards green buildings through the research and application of green technology, prefabricated technology, digital technology, intelligent technology, and other technologies, and to step onto a new level of high-quality development.

In the past 20 years, as one of the first "going global" construction enterprises in Shandong, Shandong Expressway Dejian Group has always adhered to the principle of "honesty based entrepreneurship on five continents" in its overseas business, actively integrated into the "the Belt and Road" construction, constantly strengthened overseas system management, and improved the overseas market layout. At present, its business involves nearly 20 countries in Asia, Europe, Africa, Latin America, the Middle East and other regions. It has formed five business segments: international engineering contracting, new energy development, overseas investment, international trade, and labor export. The scale efficiency has increased year by year, and the contract amount signed in 2022 will exceed 3 billion yuan. Overseas business, as a "blue driving force" to promote high-quality development, has become a major feature and highlight of high-speed Dejian.
In August 2015, the group successfully signed a contract for the Zambia solar mill project. This project is the first "F+EPC" project successfully operated by the group in overseas markets, all of which are planned and implemented using Chinese standards and technologies. The group attaches great importance to it and has selected capable personnel to provide technical guidance for solar energy installation and operation. Nearly 2000 solar power milling plants have been built in 10 provinces and cities in Zambia, solving the problems of expensive corn flour and inconvenient mechanical milling for local residents in areas without electricity. It has achieved green production and poverty alleviation. It has been rated as an excellent case of fulfilling social responsibility by the China International Contractors Association and selected as a typical case in the 2019 Boao Forum for Asia's "Green Development Report". Subsequently, five African countries signed contracts or memorandums of understanding with the group for the construction of solar mill projects.
In March 2021, the Sudan National Club project won the 2020 China Construction Engineering Luban Award (Overseas Project), becoming the only overseas project selected by Shandong construction enterprises. This project adopts more than 30 European construction techniques and technologies, with a comprehensive technical level that reaches the advanced level in China. During the construction process, it has obtained 2 national patents, 2 national QC achievements, and 3 provincial construction methods. The engineering quality meets the highest inspection standards of both China and the Soviet Union.

Nowadays, Shandong Expressway Dejian Group's business continues to expand and expand, ranking in the top 200 of the "Top 250 International Contractors in the World" list for six consecutive years.
